Replaces the nix-run postgres app with docker for the expo-axum dev
database, and upgrades the devshell:

  • db-ctrl devshell utility with up / down / wipe: manages a
    starter-db container from postgres:18-alpine, publishes on
    127.0.0.1:5432, waits on pg_isready, keeps data in the
    starter-db-data volume. Volume mounts at /var/lib/postgresql —
    the 18+ images hard-error on the old /data path.
  • devshell now exports
    DATABASE_URL=postgresql://starter:starter@127.0.0.1:5432/starter
    (overridable), sourced from the same nix let-block as db-ctrl so
    they cannot drift.
  • styled motd (db / backend / app / gate sections).
  • drops apps.db, the postgresql devshell package, and the .data/
    gitignore entry; READMEs + api.ts comment updated.

Verified: shellcheck; live up/down/wipe cycle incl. persistence and
real client connections; devshell smoke (motd + export + db-ctrl);
root nix fmt + nix flake check; template copy nix flake check +
nix run .#validate.
