Adds .forgejo/workflows/ci.yml:

• runs on push and pull_request, with a concurrency group to cancel superseded runs
• uses the nix runner image and jingus/actions/attic-cache@main so everything built is pushed to attic
• nix flake check for eval-level validation
• nix build .#lamb — the hspec suite (lamb-tests) runs in the check phase of the package build (102 examples currently passing)
• smoke test asserting lamb run test.lm prints true
